IMMIGRATION SERVICE

Economic Mobility Pathways (EMPP)

Skilled-worker immigration for refugees, plus investment & skilled labour routes.

The Economic Mobility Pathways Project (EMPP) lets skilled refugees and displaced people apply for permanent residence through existing economic programs — Express Entry or a Provincial Nominee Program — using a skills-based or job-offer stream instead of the standard refugee process. We also guide investors and skilled workers into the right permanent economic pathway alongside it.

“We didn’t know a skills-based route even existed for us — Amro’s team matched our background to an EMPP-eligible occupation and we’re now permanent residents.”

Frequently asked questions

No — EMPP uses Canada's existing economic immigration streams (Express Entry/PNP), so applicants are assessed as skilled workers, not through the asylum system.
Investors and skilled workers without refugee status apply through the standard Business Immigration or Express Entry streams — we route each client to the correct program.
